Regionalization is a process whereby neighbouring municipalities pool resources to address local challenges. Through regionalization, rural and small communities may be able to accomplish together what is difficult to do individually, when it comes to technically and financially feasible solid waste management practices.
Dekonta assists municipalities to set up regions for waste management and prepare regional waste management plans taking into account waste management principles and policies at the national level, EU legislation and specific local needs.
An expert team of engineers is working towards establishing connections among all target groups – clients, public communal enterprises, competent authorities, citizens, industry and other interested parties.
Dekonta project team has significant experience in preparation of waste management plans for regions throughout Serbia. Plans will deliver the quality service to the end users over the full project life cycle – usually 20 years. Financial models developed within the plan enable projections of revenues and expenditures in either the loan repayment period or the period covered by the Financial Cost Benefit Analysis. Regional waste management plans as prepared by Dekonta represent a valuable tool that allows stakeholders to asses, plan and improve the overall socio-economic situation through implementation of strategic waste management practices on the regional level.
Remediation and closure of dump sites.
Final disposal of solid communal waste represents one of the major problems of the communal field in Serbia. The existing landfills and city locations designated for waste disposal are mostly unattended, often without any auxiliary infrastructure, with poor control of stored waste, chaotic disposal methods and no protection measures to speak of. The existing landfills generate multiple adverse effects: pollution of soil, ground and surface waters, air pollution; there is a permanent danger of a landfill explosion, accidental or man-made fire, disease outbreak, visual pollution, etc. In view of the above, these landfills cannot be defined as sanitary since they represent a garbage dump in the most drastic form.As a consequence of regionalization process in waste management, current, poorly managed municipal landfills are to be closed in accordance with a remediation and closure design documents, to ensure the long-term protection of human health and the environment, and to minimize the need for long term post-closure maintenance. Closure and post-closure designs need to be approved by the Serbian Ministry of Environment and Spatial Planning.
During industrial site operation environmental problems may arise from improper waste disposal and management practices. Dekonta fully understands the problems that industries in Serbia face related to legally compliant, financially acceptable and effective waste management.
We are recognized for our expertise in applying knowledge and creative approach to developing and implementing practical, environmentally sound, cost-effective waste management solutions for a wide range of industries. Development of industrial waste management plans will become and obligation after law on waste is adopted and responsible management will act towards future obligation.
The establishment of a proper waste management plan in industrial facilities requires good knowledge of generation, handling, storage, transport, treatment and disposal of waste. Dealing properly with these aspects of waste management requires expertise, time and resources and, in view of the complex nature of environmental issues, knowledge of new technologies in the area of waste treatment in particular. Still, the costs of establishing a practical system of waste management are rather small compared to potential financial costs that may be incurred in the wake of environmental degradation and adverse effects on human life that inadequate treatment of hazardous waste may have.
Dekonta offers to identify all flows of generated waste and its sources so that our team of experts may select and implement the most adequate industrial waste management techniques. Adequate waste management plan puts in place an efficient system of management of non-hazardous and hazardous waste, from the place of generation to the place of disposal, protecting industrial workers, personnel in the are of waste management and the population in general. Finally, a good waste management system saves both money and resources.
Dekonta provides a full range of industrial waste management services from waste management plans to hazardous waste export for a wide range of industries.
As there are no facilities for final disposal of industrial and hazardous waste in Serbia, Dekonta delivers solutions based upon transport of such waste to EU countries to designated waste disposal facilities.
In the 1980s and 1990s, the EU countries substantially enlarged their capacities for storage of hazardous waste. Over time, these countries largely resolved the problem of waste deposits, thus freeing some of their capacities for waste originating from other countries. As a result, prices for these services dropped compared to the initial period – they are now significantly lower and more acceptable for the industries operating Serbia.
Dekonta services in hazardous waste disposal are fully compliant with the Basel Convention on control of trans-boundary movement of wastes and their disposal. Our operations fully reflect the requirements specified in:
- Regulation on the requirements and method of classification, packing and storage of secondary raw materials (Waste Catalogue)
- Regulation on handling the wastes having the properties of dangerous substances
- Regulation on the documentation to be submitted together with a request for the issuing of waste import, export and transit permits
- The law recognizing the Basel Convention on control of trans-boundary movement of wastes and their disposal

Based upon our long-standing experience, we offer projects to our clients a range of projects for waste management facilities. Facilities that comprise an efficient waste management system include sanitary landfills, transfer stations, lines for separation of secondary raw materials from other waste, composting centers and storages for hazardous and non-hazardous waste.
In line with our clients’ needs, we may provide assistance in selecting the most suitable location for facilities, actively participate in the preparation of various documents and procedures seeking permits from the competent authorities and organizations, as may be necessary.
In the preparation of the projects, our expert team takes advantage of the latest international experience, engineering know-how, rules of profession and legislation in this field.
